What's Wrong With Louisiana's Second Congressional District?

As you know if you've read this blog for a while, we do not excuse stupid voting on poverty or lack of education. A stupid vote is a stupid vote and in a democracy districts and individuals have to take responsibility to giving crooked demagogic types a seat at the table of Power. So why would Louisiana's 2nd Congressional district vote -- 25% -- to return an oily bastard like Democrat Congressman Willam Jefferson back to office? Granted, he did not clear the run-off hurdle, but enough voters wanted him reelected -- despite overwhelming evidence that William hid $90,000 of unreported kickbacks in his freezer -- that we have to ask: What the fuck? From TheHill:

"Indicted Rep. William Jefferson (D-La.) advanced to a runoff after surviving a seven-way primary Saturday.

"Jefferson, who is seeking a 10th term, came in first place with 25 percent of the vote after all precincts had reported their totals. His opponent in the Nov. 4 runoff will be former television news anchor Helena Moreno, who captured nearly 20 percent of the vote. The third-place finisher was state Rep. Cedric Richmond, who received 17 percent.

"This means Jefferson, the first African-American from Louisiana to serve in Congress after Reconstruction, will face the only non-African American candidate in the primary. The district they are fighting to represent is majority African-American.

"In Louisiana congressional primaries, the top two vote getters move to a runoff when none of the candidates receive more than 50 percent of the votes."

More on the "90,000 large" in the freezer from The Washington Monthly.
